Windows 10 has options that you can use to increase size of text and items on the screen.

How to increase the size of items on the screen: To increase size of everything on the screen (this is helpful if you have a small screen with a high resolution)

Open the Settings app and navigate to System > Display. First, make sure that the monitor who's item size you want to change is selected. Then, depending on the version of Windows 10 you're running, you'll see either a slider or a drop down box which you can use change the size of items on the screen.

Tip: If you navigate to System > Display > Advanced display settings > Advanced sizing of text and other items and choose 'set a custom scaling level, you can set a custom level from 100% to 500%, however, please note that this is not recommended.

Note: If an app doesn't respond well to this option, right click or tap and hold on the app, select Properties, go to the Compatibility tab and check 'Disable display scaling on high DPI settings'.

How to increase text sizes:

To increase size of everything on the screen (this is helpful if you find the text too small to read)

Open the Settings app and navigate to System > Display > Advanced display settings > Advanced sizing of text and other items. Under 'Change the size of text only', there are to drop down boxes which you can use to change the font size of certain text.

For the best experience, i'd recommend changing all items to the same size. If you'd like to reset to the default sizes, change them back to 9 as that is the default.

Note: Changing the item sizes using the previous method seems to reset custom text settings on sign out so i'd recommend that you sign out after using the previous method before making changes to these settings.

Another note: Interestingly, the default Windows ribbons (such as the ones in File Explorer, WordPad and Movie Maker but not in Microsoft Office apps as they appear to use a custom style) don't respond to custom text size set for Menus if the set size is 14 or below. Also, if it is set to above 14 the text size for these ribbons seems to be smaller than the one set. Also, making Menu's text bold does not seem to apply to these ribbons.

Important Information: It seems that these text size options were removed in Windows 10 version 1703 (aka 'Creators Update')
